Only the people in that server. Servers are private and invite-only - there is no public view of anything, and no search. Private messages between two people are visible to those two people only. The person who runs the server cannot read them.

They see what gets reported to them. When a member reports a message, the message itself and the few before it are attached to the report automatically. The owner reviews what was flagged - not everyone's mailbox. We think a 15-year-old deserves both a private conversation and a way to get help.

They block them - private messages stop in both directions immediately, and the blocked person is never told. Then they can report it to the adult who runs the server, with the messages attached. If the person they need to report IS the server owner, the report goes to Parklan Palooza directly instead, and the owner never sees it.

Yes. The adult who runs the server is notified, and so is anyone helping them run it. A report about the owner goes to Parklan Palooza instead, and the owner is not told. Everyone chooses for themselves what they want to be notified about.

No. Removing a message hides it from the room; it is never destroyed. And when a message is reported, a copy is taken at that moment - so deleting it afterwards changes nothing about the report.

One named adult, who accepted that responsibility in writing when they created it.

Thirteen. Accounts for under-13s cannot be created - the rule is enforced when the account is made, not just asked on a form.
